Complaints One Floor Up

Continuing with some photos I take during my walks around downtown Kansas City.

Lately I became facsinated by reliefs found on some buildings around town. I took a few shots of the Fidelity Building at 909 Walnut.

Does anyone know the meaning of these ornaments? Why does Fidelity emblem have an anchor?

Are these reliefs purely for decoration or do they express some idea? There are several more buildings with mysterious decorations I am curious about and will post them soon.
